Apply to Davis - Regents is a long shot?

I recently decided that I probably wouldn't apply to any of the UCs since they're way too expensive for OOS. However, after learning about the Regents Scholarships, I am facing a decision... Should I apply to UC Davis (and maye UCB) even if I would only be able to attend if I received the Regents? Obviously my chances at receiving it for Davis are way higher than for at Berkeley...

Stats:
2300 SAT
35 ACT
4.0 GPA UW

1 class rank out of 175

Small-ish public school in Idaho (I took the most rigorous course load possible)

I could list my subjectives, but I figured this would give just a brief impression of my achievements, and I don't really feel like talking about everything else. So, anyway, would my chances at getting Regents at Davis be good enough to merit applying?

Thanks.

I have no idea how likely you would be to be awarded the Regent’s at UC Davis - you are certainly well-qualified, but with over 55,000 applicants there will be many, many similarly well-qualified applicants against whom you will be competing, so I would not consider anyone a shoo-in for their top award. http://admission.universityofcalifornia.edu/campuses/davis/freshman-profile/

That is a sensible conclusion. Though the UCs do present need-based packages to OOS accepted students, the $22,878 out of state supplement ( https://admissions.ucdavis.edu/cost/ ) is not included in the amount considered for need-based aid. Therefore your expected contribution at a UC will, at minimum, be your FAFSA EFC + $22,878.

The Regents scholarship at UC Davis is a $7,500 per year honorarium. <a href=“CAS – Central Authentication Service”>http://admissions.ucdavis.edu/cost/regents_scholarship.cfm . If a student demonstrates need beyond the $7,500, additional need-based aid is added to meet the students need while work/study and Stafford or Perkins loans are replaced with grants and/or the Regent’s scholarship… The family will still have its EFC, and if out of state, they will still have EFC + $22,878. The Regents would benefit an oos student with need by replacing self-help portions, but not as much as you are hoping.

The news at Berkeley is even a bit worse, The competitions is fiercer (over 67,000 applicants) and the stipend only $2,500/year. http://financialaid.berkeley.edu/regents-and-chancellors-scholarship

You have excellent qualifications. I suggest you start a thread on the financial aid forum. The experts there can steer you to schools that will offer merit aid for your profile and steer you away from costly options such as the UCs out of state.

Good luck.
