Apply to Yale and UNC both EA

UNC's early admission program is not restrictive. Yale's however states this:

If you are a Single-Choice Early Action applicant to Yale, you may apply to another institution’s early admission program as follows:

You may apply to any college's non-binding rolling admission program.
You may apply to any public institution at any time provided that admission is non-binding.
You may apply to another college’s Early Decision II program, but only if the notification of admission occurs after January 1. If you are admitted through another college’s Early Decision II binding program, you must withdraw your application from Yale.
You may apply to any institution outside of the United States at any time.

My question is that since UNC is a public university, would it be okay to apply EA to both schools? I gathered from online searches that Yale recently changed the wording of their EA policy so I couldn't find any threads with this particular question.

You may apply EA to both Yale and UNC, since UNC is a public institution and it is non-binding.

What if I applied early action, which is non-binding, to a private college like Georgetown? Is it still okay?

Please reread the exceptions carefully: Gt EA is not rolling, public, ED II, or outside the US.

So it is not OK.
