Sir, Thanks a lot for your response. I will prefer Public University as their tuition are comparatively lower, but will join Private univs also if they are better. My parents will be able to arrange funds (not very affluent but willing to pullout all resources for education), but for similar ranked universities I would prefer public univ due to their lower tuition fee. My SAT-I score is 2120/2400 (Math-780, Writing-690, Reading-650, Essay-11) . I am taking ACT again in Oct16 and TOEFT I will take in Nov. Kindly also advice, whether I should use SAT-I or ACT score or both ?

Is slightly better but the schools will use whichever is highest.
I agree that you should focus on public state schools. Add in a few more schools where weather is not too cold: UT Dallas, U Houston, U Arizona, U Georgia.
@sgopal2 Thanks a lot. In your opinion, is the grouping of universities is correct as per my scores ? These universities will fall in which range (reach or safe) for me ?
In order to categorize the schools, do as follows:
Look up each schools’ middle 50% range. The lower number is the 25th percentile and the higher number is the 75th percentile for distribution of accepted student scores. Then compare your scores to each school’s distribution.
Reach schools: where your score is near the 25th percentile
Match schools: your score is near the 50th percentile
Safety: your score is near the 75th percentile
