Apply with a specific major or undeclared?

<p>I want to major in Communication, but I have heard that it is incredibly impacted at the UC schools that offer it for freshmen. Would it be better to apply as undeclared? My GPA is below average but my SAT is competitive and I don’t want to worsen my chances because of the major I choose</p>
