Applying and Admission to PHD Engineering

<p>I have some questions about my chances of getting into a pHd program in Civil Engineering and the application process.</p>

<p>First off, I am a non-traditional student doing a 2nd bachelors trying to change careers into engineering. It's a well known but not top university for engineering (OK, it's Rutgers). When all is said and done, I hopefully will graduate next summer. I have a 4.0 and will likely be able to keep it around there. My first undergrad was horrid, but it was a long time ago, so I doubt they will care. When all is said and done, I will have about 60+ new credits for my 2nd bachelors.</p>

<p>I already have a Masters degree in something else from years back and I did great in it. High GPA. Accordingly, I already have a GRE score. It was 720 Math, I believe.</p>

<p>So, the first question is, "What are my chances of getting into a pHd program and will I get funding?"</p>

<p>The 2nd question is ... How do you apply to grad school while still in school? Is it like high school to undergrad in that they just evaluate your body of work excluding the last semester?</p>

<p>I'm considering applying to the Masters program too (I know, I've taken a LOT of school), but I'm pretty sure admission there is assured.</p>

<p>Also, what are school's policies on applying to the Masters and pHd programs concurrently?</p>
