Applying as an in-state student?

<p>I currently live in Tokyo, Japan and attend an international school. I was wondering if anyone knows the requirements to be able to apply as an 'in-state' student to the UC and California State schools. I have lived in California for 8 years, and attended public school from the middle of first grade to the middle of 9th grade. My family bought a house in California 7 years ago, and we still own the house to this day. My dad, brother, and I are all American citizens and my mom has a Green-Card Visa. Also, my dad still pays tax to the California government to this day, and has been since we moved there in 2002. </p>

<p>Does this qualify me to be able to apply as an 'in state' student?</p>
