It is not about me, but my friend who is a rising sophomore at Mongolian National Technology University. He has wanted to go to US much, however never did anything for this. But now he wants to start doing everything that is required for US admissions.

So our main concern and what I also think is that applying as a freshman is better, right? We can hide it easily, no one will know. But, yeah, we might have to make up something that he did in his fake gap year.

Colleges admit a lot of freshmen compared to the number of transfer students, don't they? Also, FA is generous for freshmen?

Before your friend takes his process any further, he needs to make an appointment at the EducationUSA (Educational Advising Centers ? EducationUSA) office closest to him. They will know exactly what he should do in order to complete his education in the USA. They are the true experts.

im thinking that it will be much harder to hide than you think, especially if he is going to try to get credit for the classes he has already taken -- if he is not going to get credit, then applying as a freshman is no problem because thats what he is really doing

The simplest answer to your question is that financial aid for international students is very hard to come by. In general, colleges and universities look on international students as a source of ready income. How much money any one college or university will have available for any one particular transfer or freshman student is something that is nearly unpredictable.

As an international student, you are going to get much better counsel on the international forum. Go there. Here's the link in case you haven't been able to find it.

Keeping in mind that FA is limited to international students, it is even more scarce for international transfers. But, like your friend i've heard of people applying after a year or so in their national university and ofcourse faking a gap year. I guess a coordination with your friends highschool GC is important. %admit to top LACs/unis is already competitve, more so for internationals(where apparently everybody seeks aid) and even narrows down for international transfers seeking aid. Counting the odds, if your friend is not a Prestige fanatic, there must be some universities that do offer some form of aid if he wants to trnasfer out. If not, than maybe applying as a fresman would be better.
