I graduated high school last June, and now I am taking a gap year to study abroad. I'm trying to fill out scholarship applications, but I have just two questions.
Most applications have a spot to indicate what my grade level is. Do I qualify as a high school senior or an "adult learner/returning adult"?
As for my second question, I guess it depends on what I am classified as. I'm having trouble understanding whether or not I do not qualify for the scholarships that require me to be enrolled in a high school or university currently. I am enrolled in a high school, but it is not one in the US.
If anyone could shed any light on this, I'd really appreciate it :)

Each scholarship has its own policy about this. Email them and ask.

If it’s an option, I would say that you’re a “post-grad” (PG) student in high school.

Many prep schools actually offer a PG year - it’s used quite often by athletes, who want one more year of high school athletics before entering college.
