I have already applied ED to Wash U's School of Architecture. I would like to show extra interest by applying for scholarship, however, I don't think I'd be able to complete that application before they make a decision about me. Is it worth e-mailing them, explaining that, if accepted, I plan on applying for scholarship? or will that come off too "suck-up"-ish?

ED shows enough interest in a college. However, applying ED probably hurts your chances at merit scholarships because you have to attend, while special programs and scholarships are to woo RD admits so they choose WashU over, say, MIT (like a girl at my school last year who chose the WashU med over MIT).

It doesn't matter how you apply. WashU's merit scholarships are open to all who apply via the merit application process. Of course, applying ED you'll know you are in before meit app's are due. But you can still get into the merit scholarships no matter how you apply.

ED is binding. You don't need to show any more interest, because applying ED makes it pretty clear that washu is your first choice.
