Applying for the second time, so how does it work?

OP- I’m going to save you several months of aggravation.

You are not going to NYU. There is not a single scenario which gets you there- and not a single scholarship for international students which will cover as much of the costs as you need. You will not be approved for a student visa on the basis of scholarships which you may or may not get, or assistance which you may or may not qualify for. No visa. And you are not needy enough (ironic) to get the kind of aid from NYU that you need.

You can spend several months contacting this woman, applying for aid, filling out forms and writing essays- and you are STILL not going to go to NYU.

So- moving along- identify a back up plan which is not NYU. Every minute you spend worrying about a college which you will not be attending is a minute you are not spending working on your back up plan. So do that.

I’m sure you are a great kid- and I hate to burst your bubble- but there is no financial aid fairy. And because you are overseas, you are not going to be allowed to show up in the US to start Freshman year and then try to figure out the finances going forward (as you would if you were moving from Texas to NY).
