I'm a freshman currently. If I apply this year for sophmore transfer and am rejected, can I apply again next year?

Or does Yale look down upon this?
Is it the same for schools like Stanford and Columbia?

Not necessarily.

Be aware that it is very difficult to "transfer up" to schools like Y, S & C as a soph because:

You will be assessed more heavily on your HS record and test scores since you will only have completed one semester in college when you apply.

These schools have much lower acceptance rates for transfers than they do for freshman admissions (about 2% for both Y & S).
