Applying for transfer after having been accepted?

I somehow--perhaps by the power of Zeus--got into Vanderbilt EDII for fall 2012, but had to decline because their financial aid offer sucked. So, here I am, somewhat miserable at the University of Illinois (on full-tuition, mind you), and all I can think about is the opportunity I passed up.

I got in with a 3.05 UW, 3.9 W, 35 ACT (single-sitting), great recs, great ECs, URM status (Latino), etc. Let's say that, after missing a month of school with mono, I still pull off about a 3.6 this semester at UIUC. Is Vandy attainable for next year, or should I wait another year and develop a better transcript?

You can reapply Vanderbilt again; but the financial aid would be much less than before.

It was literally nothing to begin with (our EFC = tuition, room and board, and that would’ve taken a considerable chunk out of my family’s income), but I have the necessary external assistance ($$$) to attend a better school if I perform well this year.

I’m just trying to determine whether or not my having been accepted last year would be a positive factor in reapplying.
