Applying to a college without required GPA

I want to apply to Rowans Engineering program but the required gpa is 3.0 if I have a 2.9 and apply anyway, are they just going to deny me on the spot or would they at least read my personal statement and go from there?

I know this is a stupid question but I’d rather ask a stupid question and take a chance then to have been able to something and be too much of a pus to do it.

edit: I’m at community college right now and have been for 2 years, as it stands right now if I get A’s in the classes I’m taking this fall it will bump me up to near 3.2 gpa, but it will be too late to apply to engineering for this upcoming fall even if I apply undecided and try to switch

I have taken or am enrolled in the recommended courses except physics and calc II, the reason I want to transfer so bad is that if I spend another 2 years at county for my associates. Then I am going be a Rowan for over 4 years because of pre reqs. So, I would like to transfer now and essentially start out as a freshmen in their program, instead of another 2 years at county plus probably 5 at rowan

This line here makes me think I do have a chance albeit a small one
