I have been studying act and my english score is an strong obstacle to reach my target score, so how should I study and which resources would be useful for act english.

If you are applying to colleges now, you will get your decision in the Spring of '24 but you won’t be starting/matriculating until the Fall of '24. Each school has their own deadline for applying so make sure you research the dates. That information should be readily available on each school’s website.
Many many schools in the US have moved to test optional so I would not be too worried about the ACT. Have you taken the TOEFL yet? If not, you can find free practice TOEFL tests on line.
Generally the advice I see here is encouraging students to read, read, and read more books in English. They don’t need to be academic.
