Applying to Harvard EA Restrictive and UVA EA

I saw on Harvard website’s the following about applying EA Restrictive:

“Early Action is a non-binding early program, meaning that if you are admitted you are not obligated to enroll. If you apply to Harvard under our Early Action program, you may also apply at the same time to any public college/university or to foreign universities but you are restricted from applying to other private universities’ Early Action and Early Decision programs.”

But it also says the following: “However, you may apply Early Action to any public college/university or to foreign universities.”

So I am wondering will I be able to apply to Harvard EAR and University of Virginia EA (isn’t UVA a public school)? Will I get blacklisted or can they know I am applying to both?

You can apply to both early.

Yes, University of Virginia is a public school.
