I was ,unfortunately, deferred and later rejected by Penn this year. I just read this: “Students who have been denied admission to Penn are strongly advised not to reapply after only one semester.” on the website. Should this discourage me from applying to Penn for sophmore status as a transfer?

no no, straight up apply in sophomore year. I was waitlisted and rejected for freshman admissions. Then I applied sophomore year and got in. the majority of penn transfers are sophomores. good luck!

...i'm afraid i'm gonna be rejected in the next couple of days too...brocoli, do you know of others who were waitlisted, rejected, and then applied as transfers who got in? Do you think they have an advanatage seeing that they would have been admitted had there been enough space?

Being waitlisted couldn't be a bad thing for transfer applications. Sure, it shows them that you coulda made it as a freshman. Just do awfully well at whatever school you go to, and try again if you still want to.
