Applying to restricted major without proper GPA

<p>If I were to apply to say the College of Engineering at a school without the GPA of 2.9 when the GPA requirement is at least 3.0, would I automatically be denied or would they still give me a chance and read my personal statement at least?</p>

<p>I am asking because I have a 2.9, and I want to transfer but the GPA requirement is 3.0. I thought of applying undecided and then transfering but I will be off course of the their engineering program and be extremely far behind, which I do not want.</p>

<p>I don't want to make excuses but I don't live the typically college student life at all and have come a long way since I first entered community college two years ago, and I want to become an engineering major.</p>

<p>Could a kick ass personal statement make up for a tiny bit low GPA? Or would I just get filtered out automatically</p>
