Applying to UCB/UCLA as an out of stater?

I was wondering if I had a shot at getting into UCLA or UCB as a Connecticutian. I'm a junior right now

GPA: I have a 4.1 out of 4.5 UW or a 4.5 out of 4.5 weighted. It puts me at roughly the top 8 or 10% line of our high school.

3 Honor/1 College Prep/language freshmen
3 Honor/1 College Prep/language sophomore
2 Honor/Ap Chem/1 College Prep junior
I'm signed up for AP bio/calc BC/econ and honors physics next year

SAT's:
770 Verbal
740 Math
640 Writing
2150 or 1510
edit: Haven't taken SAT IIs yet, fairly confident I'll ace the Chem and do solidly (720+?) on the Math IIC

EC's:
Various academic excellence awards
Vice president of Future Business Leaders of America and some state competition recognition
Life working on Eagle Scout and some leadership there
Model UN participation
Temple Youth Group leadership

I've rowed/played crew for the past two years, and I stroked the second varsity 8 at my rowing club, which is fairly well known in the northeast. I could very likely row in college, but I don't have quite the rowing test scores to be recruited.

As I said earlier, I want to know if I could get into UCLA or UCB as an out of stater. In case you were wondering, I am also most likely applying to USC, Wash U (dad went there), and Tufts.

UCLA: Slight Reach (out of state)
UCB: Slight Reach (out of state)

sorry, i think both are reaches (IMHO)
but admissions are random, im instate cali.. and people with that stats are already reaching.

why UC's? U of M is a rising school in prestige.. and you might have a better shot at low IVYs than UCs =)
