Approximately what are my changes of getting into UT Austin? (Preferably McCombs)

<p>I am a senior in the IB Program and have also taken AP classes.
I'm in the top 5% (ranked 25 out of 727 students).
I am hispanic (Dont think that matters?)
I have 100+ volunteers hours and involved in FBLA, Interact Club, Key Club, Art Club, and Spanish Club.
That being said, I got a 1630 on my SATs. I actually took them twice and got the same score. For some reason, I am not a good SAT test taker and can't get a good score.
Everyone I've talked to says my SAT score is pathetic and will ruin my chances of getting into UT.
Is this true? What are my chances? I really want to go to UT (I live in Texas, btw). :|
I thought there was the 8% rule but the UT representative at the campus tour this summer said that wasn't true. She said just cause you're top 8% doesnt mean you're guaranteed an acceptance, but idk?</p>

<p>If you’re an in-state student, and you’re in the top 8%, then you’re automatically accepted into UT. However, just because you’re accepted into the university itself doesn’t mean you’ll be accepted to your major of choice. I think that’s what the representative might have meant. Your extracurricular activities seem pretty good, but if you want to increase your chances of getting into McCombs, then you have to raise your SAT score. If you’re having difficulty with the SAT, then maybe the ACT might be a good shot?</p>
