<p>Penn doesn’t have merit scholarships. They only provide grants depending on your financial need. The only advantage to applying Dec1 vs Jan1 is that you might have a chance to get your interview earlier (that is IF you get randomly selected for an interview). You don’t get a greater chance of getting accepted just because you submit the application earlier.</p>
