<p>The growing strength in Congress and on the national level ion the 1980s and the 1990s can be primarily attributed to the:</p>
<p>A. shift of white conservative voters in the south from the Dem to the Rep party
B. campaign finance and election reform championed by Reps in the 1970s</p>
<p>the other ones are completely wrong. I.e. something about the second Bush (not possible becasue this is dealing with the time between 1980 and 1990) and hte other was about 9/11. The other choices were clearly wrong.</p>
