Are acceptance letters sent by mail or email?

I applied to Rice, Cornell, and UPenn for transfers; and since the mailing system in my country is extremely slow and unreliable, i was wondering how the notifications are being sent. It wouldn't be a problem if i receive the letter a bit late, but because they require a reply with the deposit, I'm worried that I'll be late.

Check with each college. Most today (a) send a letter by mail, AND either (b) show your decision on your on-line account that you have set up when you apply on-line (more likely) or (c) send an email (less likely).

I know for a fact that Cornell and Penn are online.

Penn is on the website, you should have a username and password that came in the mail a while ago.

I got an email from Penn with my ID number, but haven't received any mail... I tried logging in, but they ask for a user name and password so I don't know what to do now. Would they give out such information on the phone?
