<p>Yes, they are awarded based upon merit (without consideration of need).</p>
<p>There are 3 levels of merit award considered with any application. As of last year, the maximum of the 3 (presidential scholar) was $24k/yr. The DHS, a full tuition scholarship, requires a separate application, but it is well worth it, IMO.</p>
