Are my chances at any UC's extremely low?

<p>I am researching which colleges I want to apply etc. I came across the UC colleges, and looking at their stats. I was wondering why is it that the amount of in-state students is sooooo high, for UCR it's like 97%.
Does this mean that as an international student, my shot at being accepted into any UC school is pretty much extremely low? Or am I missing something.</p>

<p>The oos students have to pay $50K or more, which is equivalent to all private colleges and UC don’t give much of FA to oos. UCR is on the third tier of all UC’s so no one in the right mind is going to pay oos tuition/fees for it.</p>

<p>International students are part of OOS.</p>
