I have no familiarity with HW other than by reputation. Your scores are average except Quant. For most highly competitive schools I would think that 7 and up would be required.

Don’t know about these scores. But it depends on what else you have. Are you an athlete? Do you play an instrument? Do you debate? etc… I know one kid applying now who scored a 9,9,9,8. But you never know. Do well on your interview. Good luck!!!
Is he/she applying for sophmore year?
You never know. If you are a legacy, son of a big named movie producer, star athlete, underrepresented minority, or Mom gives a ton of money, you might have a chance. I do know one kid with 8s, 7s, and 6s. He was however from a feeder school. And his Mom gave a lot of money to the school.
