Has anyone outside of California received an OOS scholarship at UCB? Thanks
There is some financial aid available in terms of Regents Scholarships which is $2500/year. UCB does have some other departmental grants but the majority of OOS students should expect to pay full fees at $65K/year. At the minimum, expect to pay the non-resident fee of $28K/year. Federal aid is still available if qualified.
From the UCB Website. Need-based aid goes to in-state CA residents such as Cal Grants, Middle Class scholarship and Blue and Gold Opportunity.

Running the Net Price calculator on any schools of interest is your best option.
For out-of-state students, Regents’ scholarships at UCB historically have offered an amount to make the price similar to in-state price (including additional FAFSA-need-based amount if applicable). But they are quite hard to get and should be treated as reach for all applicants.
In general, out-of-state students should expect to pay list price without any financial aid.
