I've recently decided that I don't want to apply to a certain college. Unfortunately, a member of my family acting on the knowledge that I was going to apply had a family friend write to the college in question recommending me. I don't want to attend or apply to this school, and it would take a few hours' work for me to complete my application.
If I do not apply to this school, will the person who wrote to the school recommending me be notified by the school that I haven't submitted a full application?

No, why would the school go to that trouble? They get incomplete applications all the time.

No, neither the common app nor any college will follow up on missing recs directly with the recommender. There is follow up, though. Schools generally do get in touch with the applicant about missing materials.
