Are SAT subject test results good enough for admission to top schools?

My daughter is interested in applying to MIT and Caltech to study engineering. She has an almost perfect GPA from taking rigorous courses but tends to choke on standardized testing. She has 32 on the ACT and subject test results of Math II 720 and Biology 770. Should she go with her scores and apply early action or try for higher scores and apply regular decision? She recognizes that no matter what, these schools are a very long shot. She does have some unique experiences, awards and activities that help her stand out.

Frankly I don’t think her ACT is high enough, even if the subject tests are. And a 32/770 is not choking.
