How rare/frequent are they? Are they income/race based, or merit?

Definitely not merit based. They are rather tight with money for merit based scholarships compared to other schools.

There are merit based scholarships that are full or nearly full–the Texas Exes Scholarships for Leadership and Excellence has been converted to the 40 Acres Scholars and is a full scholarship. The Dedman Distinguished Scholarship in the College of Liberal Arts is a $13,000 scholarship per year, and to qualify you pretty much need to be a National Merit Finalist, which means for a Texas resident that you would receive $65,000 over 4 years, which is pretty close to all the money you would need.

Athletes receive full scholarships, which are also full rides.

However, UT is pretty tight compared to many other schools in the country, but most other schools of UT’s caliber are as stingy if not more stingy. Most financial aid is need based at UT and at its peer institutions.
