Are there 'good' colleges that don't require ACT scores? (high GPA low ACT)

My GPA and ACT score has a huge gap. (My GPA is 4.33 but ACT score is 23)
So I hope to go school that don’t require ACT scores…
But at the same time, I want to go ‘good’ college.
Regardless to major, could you give me college list that don’t require test score but still a ‘good’ college?
(It is hard to say what the good college is but… maybe high ranking college?)
P.S. English is my second language
