I am an international student. What are best universities/colleges to apply to with TOEFL score of 90?
Ps: Please include ones that are 100% need met.
Also can I apply to colleges with minimum of 100?

Can you specify your areas of interest as well as your education status (high school or undergrad), that would actually help you to shortlist the universities/colleges.
Also, do mention the countries you want to go for, like USA/UK/Australia/Canada, etc.

If you do not have the minimum required TOEFL, some places that have their own Intensive English Program might admit you to that program. You would need to achieve the scores and grades required to exit the IEP before you would be allowed to enroll in academic classes.
If the place doesn’t have that kind of program, and you do not have the minimum TOEFL score required, your application will be rejected.
How much can you afford to pay?
There are very few universities that are 100% need met for internationals in the US. There are none in Canada.
Here’s a list of the 100% need met schools in the US. Most of the schools on this list will take into account how much money you can pay and will favor students for admission who can pay more. The admission rates for international students can be around 1%. Some of the schools do not require a TOEFL score.

Whether an institution guarantees to meet full need for all international students or not really doesn’t matter. What matters is if that place will meet the need that you have. Remember that each place calculates need in its own way, and it is entirely possible that what they think you need will turn out to be much much less then you believe you do need.
Need Blind is Need Blind. A separate issue is whether a schol is NB for internationals.
OP, you need to be digging into what colleges do say about their expectations, in full. Yes, a 90 will be low for many tippy top colleges. And yes, you need to tell us if you are a senior or what year, so we have perspective.
While true, the OP did not ask about need blind vs.need aware; s/he asked about schools that meet 100% of need. So I think it’s important to reinforce several points.
(A) The college’s definition of meeting need may differ from the student’s/family’s definition. At the end of the day, the school tells how much the family needs to pay; the FA offer doesn’t hinge upon what the family wants to pay.
(B) For most (if not all) of the colleges that meet full need for internationals, the international acceptance rate is considerably lower than the overall rate.
(C) For most colleges that require TOEFL, a 90 is low.
(D) Even if the college has no TOEFL requirements, a 90 may indicate issues adjusting to an American university, where the language of instruction is English.
Thanks for you all. I am senior student and this is my final year in high school. My score is 94, so in my college search I include universities that have minimum of 90 or 80. Yes, my score is considered low for any small ivy, but there are many other good qualities I have in my application (My GPA is 4.0 and my extracurricular are good). I can only pay for my personal expenses in the U.S. Which means that my financial aid is considerably high.
P.S: I am from the Middle East.
Did you take the SAT? If so, what was your English score? If you got a very high English score, you might have a better chance than a low English score AND a low TOEFL (that combination would probably sink your chances, especially if you need financial aid).
I took it and my total score is 1310 with English score of 570.

Unless it’s a meets full needs for international students list. That is a much shorter list for sure.
If US there are others. 66 in total Ie BC , Georgetown, ND and Emory too.

Your English score is low for the schools @bouders listed. Try the Google search that @merc81 suggested, but it is not looking good. Apply anyway, but consider studying undergraduate in your own country, and try to come back for graduate school in the US.
TOEFL is just a “meet the bar and done” thing.
However the SAT is an important metric where scores really matter
and for a kid who needs a full ride, 1370 is low.
In other words, focus on your SAT. You may have to take a gap year
Also, look into NYU Abu Dhabi.
