Jkiw, For small LACs, I’d suggest Williams, Wesleyan, Hamilton, Skidmore, Conn College, Haverford, Kenyon, Oberlin, Smith, Vassar. I haven’t actually checked the availability of Japanese, but it’s likely to be offered at these schools.</p>
