is what I was going off of (13 credits).
If admissions only calculate my transfer credits my Penn State GPA is 3.02
I didn’t count the classes I took that won’t transfer.
I added everything now. Penn State GPA is 2.94.

Penn State or any other college will look at your GPA based on every single course that you have taken.
Counterexample: California publics only seem to be concerned about transferable courses: http://www.csumentor.edu/planning/transfer/upper_div_grade_req.asp .
With respect to Penn State specifically, the web site does not appear to mention whether GPA is calculated on all courses or transferable courses: http://admissions.psu.edu/info/future/transfer/applicationreview/ . If this is a concern, ask directly.
Another nuance may be that the school you apply to may recalculate the GPA differently from the school you are at. For example, a B+ may be 3.30 at some schools, 3.33 at others.
If your parents are willing to pay for Penn State for meteorology, then they should be willing to pay for the less expensive University of Oklahoma. OU has a phenomenal meteorology program and [will admit](https://www.ou.edu/content/admissions/apply/transfer/transfer-performance-requirements.html) you with your current GPA. For the record, OU does not utilize a +/- grading system.
OP, to give you an idea of just how well resourced the College of Atmospheric and Geographical Sciences is, next week, my three teammates and I will fly out to DC, stay there for three nights, and then fly back to school. The college is covering the cost of the entire trip since we won a competition.

Will penn state or any other university I apply to change to -/+ to calculate my gpa to theirs?
If your grades have no + or -, then any difference due to different values of + or - will not matter to you.
@whenhen i would to go to OU. Unfortunately, it’s so far from home. Plane tickets will be expensive and I won’t be able to go home until thanksgiving or Christmas. I might apply to OU just to see how much they give me.
If you live around NYC, you could buy a two way plane ticket home every month and the OOS cost of attendance would still be less than Penn State’s. I’m from California. I only go home during winter break. It’s never been a big deal for me although I know it can be for others.
@whenhen I live in upstate NY. About 45 minutes to syrcuase. I see that OU is really cheap. I’m going to speak with my parents and see what they say. I might apply anyways.

Stony Brooke (safety?)
Not really a safety if you’re cumulative GPA is below or barely above a 3.0 even as an in-stater.

Unless things have changed since the mid-'90s, you’d have a far better chance overall at SUNY Buffalo for starters.
I highly doubt that U Buffalo is a safety for OP. If OP is attending a SUNY CC, he should look up the articulation agreements for his school or minimally see the transfer admissions counselor
Maybe not, but unless things have changed in the last 15-20 odd years, SUNY Buffalo with the exception of some specialty programs* is considerably easier to gain admission to overall than Stonybrook.

But that does not mean that it is a safety for OP. Check the articulation agreements for your CC and UB as you may only be eligible for certain programs as part of their articulation agreements
Checking for clarity. You are spending three full years at a community college before you transfer?
@thumper1 yes, well I should have completed finished this coming semester. I was behind on my math classes. When I was in high school, I had trouble with algebra and I didn’t finish algebra until I was in senior year. So right there I was already behind when I went to college.
When I visited penn state I already finished college algebra & trigonometry. My goal was to finish calc 1 in my college and take all the math requirements meteorology needed me to take. They told that my plan was NOT going to work because it would be harder and more students in a classroom(compared to CC).
