<p>I think that depends on what you define as an 'Ideal Citizen' if you're dealing with a peon who's the governments definition of an ideal citizen then it has to be big brother, even though he's a symbol. If you're talking about someone who upheld their own belief system in dire times then I think credit can go to any abolitionist/muckraker.</p>
