<p>I'm currently a MSEE grad student. I think you got a very good chance of getting accepted into the phd program. You won't get much financial help from any grad school for a MS degree. You should apply for the PHD.</p>

<p>Yes, it's tougher to get into a PhD program - but once you're in, you will have to fight a lot less for funding.</p>
