<p>I think it would actually depend on the universities in question. If the “less” university just had less qualified athletes, but still wanted an athletic team and everything, then the “less” would be more likely to accept a better athlete. If the “less” simply didn’t care about athletics, then the “less” wouldn’t care. Since I believe there are very few of the latter out there, it is likely that the “less” will more likely accept a good athlete. </p>
