Attending school ranked around top 75, looking to transfer way up

Next year I am enrolling at a school ranked around the 70-75 (think UGa, Clemson) mark according to US news on a large merit scholarship. I was accepted by Penn State (#45), but am not attending because I don't think it's worth 40k for its prestige, especially post-Sandusky. I would like to transfer as a rising sophomore to a school such as Cornell AEM, UVA CAS, UNC CAS, or Emory CAS. I was home schooled and also completed 17 hours of transferrable credits at a CC as a senior with a 4.00 GPA, in classes such as Biology, Chemistry, and Pre-Calc.

My stats upon applying will be as such:

3.73 UW/W HS GPA(no AP's, but with a 4.0 through 17 credits at a CC)
1950 SAT (1310 CR/M, may retake this summer)
Planning on doing some EC's in college, none in HS
3.8-4.0 GPA first semester in college

Do you think, in the above partial hypothetical, I would have a shot at those schools as a sophomore transfer?

Did you get in any of those schools as a freshman applicant? If not, no, your chances are pretty bad as a sophomore transfer.

No, but I didn’t apply either because they required SAT subject tests and I was just taking my SAT I’s in Oct/Nov.

For some reason I can’t edit my post, but my SAT will actually be a 2050 (690CR,680M,680W) as I just realized all the schools I would apply to super score sans Cornell.
