Not true. Penn gives poor funding to PSU and in order to offer PSU quality ed it has the right to balance the need for revenue vs state needs. If state wants more instate they can increase funding a couple 100 MILLION. Wisconsin and several other states tend to prefer revenue over going down the tubes in quality.
