OOS students pay a lot more ($15K). Why not give them a little pref?? They support instate students with that tuition. PSU has been badly underfunded by the state for years.

Wish I would have seen this earlier. My son was rejected from UP and accepted at a branch despite having higher stats than OOS kids I see getting admitted to main campus. @barrons OOS students should not get a preference since the pay more - our tax dollars are funding PSU. Every other state flagship gives preference to in state students.
Not true. Penn gives poor funding to PSU and in order to offer PSU quality ed it has the right to balance the need for revenue vs state needs. If state wants more instate they can increase funding a couple 100 MILLION. Wisconsin and several other states tend to prefer revenue over going down the tubes in quality. Colorado, Oregon, Washington, Iowa, VT, NH, Alabama, Kansas all are in that group. likely many more.
Anyway OOS and international students bring a lot of diversity, benefiting the in-state students.
