While most of their other scholarships are competitive, I could not find any references that the Non-Residential Tuition Differential Scholarship is limited or competitive.

From the site:
The Non-Residential Tuition Differential Incentive Scholarship awards renewable scholarships to freshmen and transfer students. This scholarship covers the difference between residential and non-residential tuition. The scholarship is renewable for up to four years or the completion of a baccalaureate degree, whichever comes first.

Kentucky State University

This is a full-ride “Gold Scholarship” for out-of-state transfer students. Tuition, fees, room and board and book stipend for 2 years. You have to maintain a 3.5+ each semester or you lose the scholarship(but not for the semester where your grades dropped).
It sounds like it is mostly for Associate holders, but someone with 60 credits can still apply and graduate under the scholarship. If you only have 24 credits when you enter, you’ll either end up at full tuition for a while or have an insane course load(24 per semester).

Not sure if this counts but Seton Hall in NJ (private Catholic college) reduces tuition to $15k with
•27 act or 1200 (cr+m) with 550+ on either section
•top 10% of hs class
•apply by December 15

I think Seton Hall reduction is for NJ residents only

Ball State University in Indiana
Requirements: Possess an Associates Degree with a 3.0+ GPA. Enroll the semester after you complete AS degree.
