average gpa with kinda high sat score

You need to calculate your UC GPA, see link: <a href=“GPA Calculator for the University of California – RogerHub”>http://rogerhub.com/gpa-calculator-uc/</a>
Cannot chance you without SAT/ACT scores and a list of EC’s. Here is 2 links to UCLA’s and UCSD’s Freshman Profile for 2014. You can compare your GPA and test scores to see where you stand.

UCSD does not admit based on major but changing later on, you will have to meet the requirments for that major.
UCLA does admit by College and some colleges are harder to switch into later down the road.

Do not try to use the “back door” in getting into a major by declaring any easy major and then switching. Most Adcoms know all the tricks. UCSD will allow you to pick an alternate major, so you can pick a less impacted major than Biology as your 2nd choice.
