Most NPCs ask preliminary questions that are basically the dependency test. They will ask for parental information only if those preliminary questions indicate that you are dependent for college financial aid purposes.

Regarding percentage of need met, that is only an average over all students receiving financial aid. A college may meet need for some students more than others (e.g. a public school may meet all or a high percentage of need for in-state students, but offer very little or no financial aid for out-of-state students). In addition, what it defines as “need” can differ from one college to another.
