I took the SAT subject tests in November and again in December and my best scores were a 660 on Math II, 640 on Bio, and 680 on Lit. I know these scores are pretty average so I’m wondering if I should still send them or if they will harm my application? Most schools ask for ACT & writing OR Sat & subject tests and I’m submitting my 33 ACT, so no schools require them but some recommend them. I’m planning on majoring in Biology.
Any suggestions on whether these scores should be sent, and whether they will harm or benefit my application? Schools I’m applying to include UC Berkeley, UCLA and other UCs, Boston U, UChicago, Tufts, U of Rochester, Northwestern. I already applied EA and got accepted to Northeastern and Tulane.

If you’re majoring in bio I wouldn’t submit them. Your scores are average as you said, but colleges will want to see better than average in your prospective major.
If you had 700+ (some would say 750+) in bio I’d send them all, but that isn’t the case.
I would recommend just sending Lit (I think it’s high enough), but that would raise suspicion as to why you took a lit subject test but not a bio one, and I think that could hurt you.
So I’d say don’t send, but your scores aren’t ‘unsendable’ (i.e. you didn’t do poorly despite my advice).
I don’t think that SAT IIs are a huge component of your application. If you have evidence showing your strength in Biology elsewhere in your application, then you don’t need a really stellar SAT II score to prove it again.
