Average Test Scores, yet good GPA and extracurriculars?

<p>I always see threads about people with high test scores and low GPAs and not so many extracurriculars, but I never really see many threads about low test scores and high GPAs with lots of extracurriculars.</p>

<p>I plan on retaking the ACT but just in case it doesn't improve by much, how much of a chance will I have with these colleges?</p>

<p>Here are my ACADEMIC STATS:
1640 SAT
26 ACT (which I thought would have been A LOT higher)
3.7 GPA
13th/240</p>

<p>My college choices:
NYU
CUNY HUNTER
CUNY BARUCH
PACE U
FORDHAM U
BOSTON U
NORTHEASTERN
NORTHWESTERN
LOYOLA CHICAGO
DEPAUL U
IU BLOOM
IUPUI</p>

I got a 1820 on the SAT last time.
I got a 1920 this time.
GPA as per international (indian) standard is good.
Extra curriculars are okay too.
Recc are great and essays are well, I dunno. Havent written them yet.
My dream school is Dartmouth and it seems definitely impossible with these SAT scores! ='(</p>
