Average time for I-20 to be issued ?

does anybody knows what's the average time for the I-20 to be issued ?
or does it depends on the university ?

<p>It depends on the university. Some will give you one along with your offer of admission, others wait until you have submitted your deposit, yet others might ask you to complete some more paperwork first.</p>
