After a full semester with this teacher i have a 97% in the class which is college composition, however through the semester he has canceled 1/5 essay, 3/10 research papers, and 7/10 exercises, 3/3 exams and the final instead to be replaced by formal notes (and his lectures are terrible and non-qualitative), He has over 30 complaints from students on ratemyprof.com and doesn't teach the subject matter that is college composition (though it seemed as if he would in the beginning) Im sure i could gather testimonies and evidence of all of allegations, furthermore his class is being audited for the second semester in a row, (with good reason went from 35 students in the beginning to about 6 by the last weeks).

Firstly, I would love to just be done with this class and not have to take extra credits, if i petitioned in bad faith or incompetence would i lose credit?

Secondly, can class notes even be considered college composition and if given a bad grade (which i'm expecting)

And finally, if necessary how would I contact auditors in order to provide testimony and evidence?

i dont think ull find the answer to this question here
this is a question that should be directed towards a higher authority at that CC or the profs supervisor/department

even if the prof is absolutely terrible, if he/she is on “ten year” they cannot fire him/her even if they teach like crap.

It seems that there are two issues; your grade and the course content. I would wait on the grade before doing anything else. If you get a good grade, at least you won’t feel that you also need to contest that. Also, students with good grades who then complain about their profs have so much more credibility.

If this guy is as bad as you portray, his Dean already knows about some of the problems, so your input will probably be further corroboration. When you go in, be sure to have a copy of the syllabus and proof that he canceled so many assignments and tests, and then replaced them with a questionable notes project instead.

Finally, tell your Dean that there are many other students who could further corroborate your story, but don’t take it on yourself to gather that evidence. Leave it up to the Dean.

Yah guys thanks for the input, and it was actually 2/6 of the essays AND all of the content dropped that was dropped was AFTER the last day do drop with only a W, and his final project was only announced 12 days ago which was 11 days from which it was due, I personally feel these are atleast compelling arguments in the event that he does give me a poor grade, and yes i intended on informing the dean with evidence not only of his trash talking about staff such as likening them to al-qaeda but all of that as well, regardless of my final grade.
