Bad Freshman GPA, But Amazing GPA Throughout High School...

My GPA in my freshman year was a 3.64. I got a GPA of 4.0 in my sophomore, junior, and senior years. My cumulative unweighted GPA is a 3.91, my weighted GPA is 4.5/5.0. I messed up during my freshman year, how bad will that affect my chances? Do colleges look at grades in classes, or do they look at the cumulative GPA? What colleges should I apply to?

By the way, my SAT score was a 2180. ACT was a 34.

Some colleges disregard freshman year entirely (UCs, Stanford I think) while wither will look at it but see an upward trend. It isn’t like you got a 2,5, ease up on the drama.
