bad SAT Is, good ACTs, but good SAT IIs! send in sats?

every school that I'm applying to requires either the ACT or the SAT, and "highly recommend" that i send in sat IIs as well - does "highly recommend" pretty much mean "required?"

Here are my scores:

ACT composite: 35
ACT english/writing: 34

SAT I: April: Oct
crit reading: 600 620
math: 700 770
writing: 630 570
composite: 1930 1960
with the 3 highest the composite is a 2020
i know, huge difference. i'm not a fan of the SATs.

BUT
my SAT IIs:
Literature: 700
Math IIC: 770

the thing is, i've sent in my ACTs to all of them already. but if i send in my SAT IIs they'll see my SAT Is as well.
im just wondering what would hurt me more:
if i sent in my sats, and they saw my SAT I scores, or
if i didnt send in my sats and they dont see any SAT IIs.

its such a big dilemma!
right now im leaning towards not sending in my sats, but im not sure..

thanks so much!

Unless your schools require the SAT IIs, don't send them. In most cases the ACT will cover those as well. Much better scores that way.
