Has anyone else had a school that they put a lot a lot of work in applying and doing all the other such but the school never gave you a decision?

I'm going to remain vague about this. But I checked the entire site of a school I was applying to and it did not say that current semester grades was required nor had a place to download a current semester grade official form that miraculously popped up on the checklist after I sent in my application. I know some schools asked for it, but I wondered if the checklist was outdated cuz I found it nowhere on the school's site. So I called a gazillion times about whether or not that item was necessary, and where I could find the form to send in my official current semester grades, and each time I was given the answer that it was not necessary and not to worry about it. Finally when they sent out all the decisions, I called in about mine and they told me to send in my official semester grades on my transcript. I said my final grades might not come for awhile and they said just to send it as soon as possible. I feel super frustrated cuz to date my grades still haven't come out officially. I emailed them about it explaining most of my situation (cuz I'm out of the country on vacation now) and they didn't even bother to reply.

I feel like I spent so much time. They could have at least given me the decency of a rejection letter. Anyone have a similar situation? What should I do? Should I complain?

Wow that is interesting that they were so unresponsive. I had a similar situation with Oberlin College and WashU because both never received my counselor recommendation. They sent me warning emails and stuff though and the admissions officers were very helpful. I think you should definitely complain ( politely) because you obviously care a lot and spend a significant amount of your time on the application.
I would recommend you call up a dean of the admissions office as opposed to email because this way they can't ignore you in the way they can ignore an email.

I sent my full application to transfer to Loyola in MD and never received anything back from them during the entire process, though they were kind enough to accept my app fee.

I remember when I applied to emory it mentioned nothing about needing current semester grades, but it basically did what you said and showed up as a required doc online when the site never said anything about it. I was also told by two admissions counselors over the phone that the SAT requirement would be waived since I had a lot of college credits (>60) and never took it, but that also turned out to be incorrect when director of transfer admission told me they make no acception. I wasted time writing an essay, sending all the forms, and $40 or so that it took to send custodial and non custodial CSS forms. Fortunately I sent a fee waiver and didn't waste money on the app fee, but based on this experience I would have never considered emory again (it wasn't my first choice anyways). In fact, I wouldn't be surprised if emory is the school you are talking about. I was tempted to send a derogatory email to the obnoxious director of transfer admission, but decided to send a polite one asking to withdraw my app instead. Best of luck in getting this straightened out.
