The ID cards do not work as an ATM card - They only work for access to buildings, meal plans, and as of next year laundry & vending. As for banking, Bank Of America has a branch on campus, and has multiple ATMs around, including near the dorms. I'd recommend Bank Of America for sure in this case.

Sign up for a student account with Bank of America when you arrive on campus in August. They (BA) pull in employees from all over the area but still give yourself 30-40 mins. to finish the paperwork. They (at least they did LY) offer a free checking account for enrolled students. This is NOT available online so don't open an account before you come. I spoke with a cust. serv. rep before we arrived on campus and she couldn't offer this account either. It has to be done when you get to WashU. Saves quite a bit on fees.
